Name Recognition A Drawback

In an age of the “professional poltiician,” does one’s work experience prior to an election as important as knowing how to excel within the microcausm of power once elected:
“Consider the two leading and declared candidates for mayor. Has either accomplished anything of note before life in politics? Do we want our leaders to be good at nothing more than getting elected?”
“More particularly, have we built a political culture where this is the only kind of person who can get elected, the person who has name recognition — who is famous for being famous.”
